The FY 2020 Benefit Choice Period to make health insurance changes is May 1 through May 31, 2019. This affects SURS active members as well as annuitants and survivors not enrolled in the Medicare Advantage ‘TRAIL’ Program. This is the only time of the year, other than when members experience a “qualifying change in status,” that they may change their insurance coverage.

Members can view and make changes to their coverage through the MyBenefit’s website at www.MyBenefits.illinois.gov. Paper enrollment forms are no longer provided.

Members may access this website by using their ID assigned by the Department of Central Management Services. If a member does not have their ID and wishes to log in, they will be able to retrieve it through the website’s self-authentication process. Members will also have the option to call a customer service representative for further assistance or to enroll over the phone, Monday – Friday 8:00 a.m. – 6:00 p.m. CST, toll free at 1-844-251-1777 or TTY toll free at 1-844-251-1778.

Members should carefully review their particular Benefit Choice Options Book (see below) in order to fully understand coverage options and to make an informed decision.

Each Benefit Choice Option Book includes: a list of changes that you may make during the election period, health plan descriptions, a health plan coverage map by county and monthly contribution costs.

If members do not want or need to make changes to their coverage, they should do nothing. Any changes made during the FY 2020 Benefit Choice Period will take effect July 1, 2019.

An Important Update for College Insurance Program (CIP) Eligible Members: On August 21, 2018, Public Act 100-1017 was signed into law by Gov. Bruce Rauner, permitting former CIP members and dependents who previously opted-out of their health benefits plan, to opt-back-in during an open enrollment period or other qualifying enrollment opportunity.
